Latest update: pre-shipment inspection is suspended

GSA's notice of 5 October 2026 suspends pre-shipment inspection of imported used vehicles, with a new implementation date to be announced. MyJoyOnline reproduces the notice; Citi Newsroom also reports the suspension.

The suspension concerns inspection. It does not announce that the age and condition restrictions have been withdrawn. Do not treat the pause as permission to ship a prohibited vehicle, or older instructions for mandatory pre-shipment inspection as current. Confirm the interim clearance process with GSA and your agent.

Which used vehicles are prohibited?

GSA's 14 August 2026 notice, GSA/DGS/PN/26/09, sets these restrictions from 1 October 2026 and supersedes its earlier notice. Compliant used vehicles can still be imported; this is not a blanket ban on used cars.

  • Over 15 years old: Confirm the age with manufacture records; a listing’s model year alone is not an eligibility decision.
  • Flood-damaged or submerged: Vehicles submerged in water or damaged by flooding.
  • Fire-damaged: Vehicles burnt or damaged by fire.
  • Major structural damage: Broken, cracked, bent or twisted chassis or safety-cage structures.
  • Assembled from spare parts: Vehicles put together from spare parts.
  • No km/h speedometer readings: The speedometer must provide readings in kilometres per hour.

The GSA vehicle-import FAQs also identify vehicles fit only for parts or scrap, or designated for dismantling, among the major salvage cases. A salvage title, cosmetic damage or an auction's “run and drive” label does not, by itself, establish whether the vehicle meets Ghana's requirements. Review the actual condition and records with GSA before bidding.

The age limit is over 15 years, not a blanket 10-year ban

Earlier articles described a 10-year threshold. The later official notice and FAQs specify over 15 years. Verify manufacture records and how GSA applies the limit to your vehicle; a year-only estimate cannot resolve a borderline case. Paying an overage penalty does not make a prohibited vehicle eligible.

Ships before 1 October: check the transitional exemption

The official notice exempts vehicles shipped before 1 October 2026, even if they arrive later, and vehicles already in Ghana before that date. Keep dated shipping evidence and ask your agent to confirm its acceptance. A purchase or auction date alone is not the stated shipment exemption. Existing Customs and other statutory obligations still apply.

Right-hand drive needs separate Customs confirmation

GRA's vehicle guidance restricts right-hand steering imports and describes ministerial dispensation and conversion conditions. Do not assume a converted vehicle or a blog describing a conversion scheme is automatically accepted. Obtain confirmation from GRA for your specific vehicle before shipping.

Registration and paperwork still matter

GSA's FAQs cover individual importers, businesses importing for their own use, and sellers. They describe importer registration with the Vehicle Homologation Unit. New vehicle models have separate homologation requirements. The August documents' used-vehicle inspection and Certificate of Conformance process must now be read alongside the 5 October inspection suspension.

Keep the VIN, manufacture records, title, condition evidence and shipment documents together. Read our documents checklist. Ask GSA which conformity documents are currently required rather than paying an inspection fee based only on an older article. Contact the GSA Auto Unit at auto@gsa.gov.gh or 030 398 0177.

Check eligibility before calculating the budget

The Auto Duty Checker estimates costs using simplified assumptions; it does not inspect a car, verify title or damage history, or grant import approval. Confirm eligibility first, then compare the full landed budget and request sourcing and shipping assistance.

This guide records the sources reviewed on the date above. GSA and Customs determine the requirements for your shipment; consult the official document portal for subsequent notices.
